How is this bill anti-incest?

This allows survivors to choose whether they want to file a criminal complaint or pursue civil justice when/if they are ready.

Restrictive Statute of Limitations perpetuates silence and deny survivors the right to have their cases heard. Many survivors aren't ready to come to terms with the sexual abuse and report it for many years; the average age of first disclosure is 52. Justice shouldn't have an expiration date.

The Stop CSAM Act requires companies to remove Child Sexual Abuse Material (CSAM); expands restitution to include AI-generated CSAM; requires the cybertip line to report what is being done to prevent CSAM and identify gaps in prevention.
How is this bill anti-incest?

It helps prevent CSAM and increases restitution for victims. CSAM involving young children is more likely to be perpetrated by a family member, according to NCMEC, and this CSAM is also more likely to be actively traded online.

The majority of CSAM online is produced in the child’s home. In addition to adults producing CSAM, children may be groomed or coerced by other youth and/or adults they meet online to produce CSAM.
